PARM appeals programmes or projects seeking to contribute to a long-lasting impact of capacity development in Agricultural Risk Management (ARM) to join its efforts in the institutionalisation of ARM by transferring knowledge to local training and education entities.

As part of its services, the Platform for Agricultural Risk Management (PARM) also provides capacity development (CD) in Agricultural Risk Management (ARM) for stakeholders, including farmers, to help them strengthen their resilience, turn risks into opportunities and increase their incomes.

To ensure a lasting impact of CD, PARM proposes a pilot test to institutionalize ARM into the curricula of universities and practices of the private sector. A key element of the institutionalisation (INST) is that the participants to PARM CD workshops – having understood the importance of ARM – have elaborated their own action plans and budgets to institutionalize ARM according to PARM holistic approach. There is also a strong demand for ARM CD, as proved by the request to attend PARM CD workshops, well above the PARM workshop budget.

Thanks to PARM donors funding, PARM was able to collect and analyse the action plans from Burkina Faso and Senegal, and set up a committee to select those for the pilot phase. The action plans have been elaborated by universities, farmer’s organizations, microfinance institutions and ministerial departments attending PARM CD workshops, allowing an INST at ecosystem level for an inclusive impact.

Interestingly, certain action plans include also the implementation of tools for ARM to practice the theoretical training and others have been elaborated jointly by rural training centers and FOs or by meta-organizations (associations of organizations). This reflects the complexity of ARM and the need for an organization like PARM that – building on its multidonor expertise and its holistic approach – will be able to coordinate the INST of ARM. Additional funding however is required to implement this pilot test in Senegal and Burkina Faso for a lasting impact, identify best practices and scale up the pilot test impact to other PARM countries.
