Consultant profile 1

Capacity Development Specialist for Agricultural Risk Management

The consultant will undertake three main tasks in close collaboration with the PARM staff and consultants:

1/ The development and implementation of the global PARM Capacity Development Strategy and the PARM country specific strategies defining the CD gaps in each country. These strategies need to be consistent with the PARM holistic approach, the PARM policy process in each country and the whole set of PARM activities.

2/ The implementation of the global and country strategies in close collaboration with the Governments and stakeholders in the country and with the maximum participation of local CD partners. This includes organizing CD seminars, identifying participants and speakers and providing and facilitating training sessions in the PARM countries on his/her own or with other trainers.

3/ Plan and coordinate CD activities in different countries, in close cooperation with PARM staff and local focal points and experts and ensuring their alignment with other PARM activities.

Agriculture Risk Management (ARM) country events technical support

The Platform for Agricultural Risk Management (PARM) is looking for a consultant that will support its activities on eight sub-Saharan countries that participate in the PARM programme (www.p4arm.org). The consultant will support on the organization of the workshops, seminars and other working events in the countries targeted by the Platform for Agriculture Risk Management (PARM) in 2016 and 2017.

The consultant will support the logistics, planning, preparation, administration, implementation and follow-up of the risk assessment, tools feasibility and capacity development workshops and seminars organized by PARM in African countries. This support will include the identification of topics and speakers, the communication with partners, speakers and participants, the preparation of the logistics and the documentation and background material.

Policy lessons for Grain Warehousing and Collateral Management Systems in Sub-Saharan Africa

The first mission is to develop policy lessons for Grain Warehousing and Collateral Management Systems in Sub-Saharan Africa, drawing from a report commissioned by PARM/IFAD. The consultant will develop clear, concrete and engaging policy briefs on the nine countries covered by the report, as well as a general policy brief on the lessons learned from experience with Warehouse Receipt Systems in Sub-Saharan Africa.

Short-term consultant profile 2

Agricultural Risk Country Profiles

The second mission is to develop agricultural risk profiles for the countries PARM works in. These profiles will follow an holistic approach, covering weather and climate risks, biological risks, infrastructural and input risks, price risks, and political and global risks. The consultant will develop a set of objective indicators for all countries, find and synthetize the information available to produce profiles that are both technically sound and easy to understand for the general public. She/he will also produce a guide for the quick updating of these agricultural risk profiles.
